Public Involvement as Ethics in Policy Formulation to Prevent Corruption more

Corruption in Indonesia that occurred since the Soeharto era has not been resolving in the change towards democracy era that emphasizing transparency and governance accountability. After Soeharto regime fell in 1998s, decentralization becomes the antithesis of centralization systems of previous regime, but in decentralization system, the corruption have not been resolving, even more become a worrisome epidemic, and attack to the local government level. In fact, many officials in the central and local government involved corruption cases, and also decreasing public trust to the government. Variety ways to prevention of corruption has been done by government, through education, training at various institutions, establishment of state auxiliary agencies, such as anti-corruption commission (KPK), as well as regulations of gratification and remuneration for public servant (PNS). These efforts encountered many difficulties and obstacles that led to failure to achieve expected goals. At this point, to avoid these obstacle, the government must apply new approach to solve corruption problems, that is conduct effective prevention of corruption from public involvement in various public policy as a real control from public, where public are encouraged to actively get information, involved in the formulation that will eventually be able to control the implementation of the policy. It’s assuming that public which involved in policy formulation will get variety of information related to a public policy and the public will be able to monitor if there is any indications of corruption in policy implementation. Furthermore, the practice of public involvement in policy formulation should be an ethics for all policy makers to realize the good governance.
